Dr. Elie D. Al-Chaer is the principal attorney and counselor at the Law Offices of Elie D. AlChaer in Dallas, Texas. He is a licensed lawyer and member of the bar in the State of Texas and in Washington, DC in the USA and a Lead Consultant on the Ethics and Laws of Health Care and Higher Education in the Middle East. Up until September 2022, he was Professor of Neuroscience, Chairperson of the Interfaculty Neuroscience Program and Chairperson of the Department of Anatomy, Cell Biology and Physiological Sciences at the American University of Beirut where he led an active research program on functional neural disorders, directed the course on Brain & Cognition in the Faculty of Medicine and taught Neurosciences and Ethics to Medical and Graduate students. He is also the Editor in Chief of the International Journal of Women’s Health.
Before joining AUB in 2013, he was Professor of Pediatrics, Internal Medicine – Gastroenterology, Neurobiology and Developmental Sciences, and the Director of the Center for Pain Research at the University of Arkansas for Medical Sciences in the USA.
His academic leadership record spans nearly 30 years of scholarly service in positions of increasing responsibility and complexity at American institutions in the USA and Lebanon. He has a breadth of experience that stems from a long-standing interest in research, education and organization as well as a deep engagement in strategic planning and development.
His translational scientific research centered on the sex differences, hormonal regulation and neural processing of pain. His research also examined the mechanisms involved in controlling and down-regulating chronic pain symptoms in adults, associated with long term neuroplastic, endocrine and immunal changes. He has served on and chaired a number of scientific advisory panels for the National Institutes of Health in the USA and other organizations in the USA, Europe and the Far East. He is the recipient of numerous international accolades and awards for his work on pain mechanisms.
His law practice focuses on professional and business immigration. He has also worked as a mediator and a consultant on higher education strategies, business planning, home health law, international law, and immigration. Over the years, his practice expanded to include professional and academic grievances, family law, contracts, negotiations, and civil disputes resolution.
He holds a B.S. (Mathematics; 1988) and an M.S. (Physiology; 1991) from the American University of Beirut (AUB), a Ph.D. (Neuroscience; 1996) from the University of Texas Medical Branch (UTMB) and a J.D. (Doctor of Jurisprudence; 2002) from South Texas College of Law.
Al-Chaer is a member of the American Bar Association (ABA) and the Association of Immigration Law Attorneys (AILA). He is well published and recipient of numerous awards and honors in science and law. He has appeared as a guest speaker at professional meetings in the United States and throughout the world.
